"Most of you know who I am, and hell I'm sure you're all surprised to see me still alive given my age, however I'm not here to talk about that.
I was recently brought out of stasis by what I can only describe as a panicked and chaotic party leadership to give them advice on some situation they told me was happening.

Let me start off by saying how completely and totally stupid the following idea was, and that I am highly disappointed that the leadership of this party even considered this.
Now all of you know last week that apparently four nuclear tipped 'bunker buster' warheads were launched at some unnamed Unionist military targets in Hutori in retaliation against the chemical attack against Sekowan soldiers and Hutorian civilians.
Well that's not the whole truth, yes their were four missiles fired, and yes telemetry does show they did hit, however these missiles were not nuclear, a shock to you all I'm sure.
Now let me explain what happened. The party leaders in all their wisdom, and that is sarcasm, decided to lie and say that we launched nukes to try to bring the war to an end quickly by making people realize how quickly and how far this war could escalate.

However, there idiotic plan has backfired, and now I essentially have to bail them out.
I have to say though, that apart from my party, I am severely disappointed at how inefficient this government has gotten. I mean how the hell do you not even know that the smallest nuclear weapons our country has ever made are ten kilotons (15 kt) bigger then the supposed ones used?!"

However, we have evidence from our correspondents in Hutori that, if the bombs were not nuclear, as they likely were, they were at least loaded with a significant amount of radioactive substances, which would count as chemical weapons. During the ISP's first announcement of nuclear weapons use, it was said, "none the less they will produce a small amount of radioactive fallout within a seven mile radius." Indeed, agents in Greater Kenai have detected the radiation at moderate levels in an eight mile radius. If the radiation were undetected, then the Unionists would have easily known that the bombs were not, in fact, nuclear. Packing what must have been enough radioactive materials to contaminate something like 200 square miles is still chemical weaponry, something outlawed in Sekowo.

We want the whole truth, not some life-saving last minute convenience.

There was never suppose dot be any radiation found, it was supposed ot be a big conspiracy, but the war's not ending, and frankly I'm getting bored with it.

Well since our nuclear weapons program has always been about using them only when absolutely necessary, they would be in the megaton range, however we never really have worked out everything.

MessageWe forgot to appoint the presiding judges of the high courts in the Lex Iurisdictionis. Later legislation should clarify that issue. The minister of justice has a special role in the military system, but is equal to the other cabinet members as a judge in the administrative system. The violation of procedural law involving nuclear deployment would certainly fall under the latter category.
