Votes: This bill proposes to change the allocation of funds in the budget. It requires more than half of the legislature to vote yes. This bill will pass as soon as the required yes votes are in, or will be defeated if unsufficient votes are reached on the deadline.

This bill is in line with the earlier discussion on the principles of spending. This initiative is tailored with the rebuilding effort in mind. SPENDING INCREASES: - Infrastructure and Transport - increase to 2% of GDP, to rebuild our country after nuclear holocaust. This is a temporary measure. -Health and Social Services - increase to 7% of GDP, to deal with massive surge in radiation disease and other effects of nuclear fall-out. When these effects fade away, spending can probably drop a few percentage points. -Education and Culture - increase to 5% of GDP -Trade and Industry: increase to 1% of GDP, as a temporary measure to aid in rebuilding. In the future we will support austerity cuts here. AUSTERITY MEASURES: -Head of Government: lower spending to 200,000,000, as this money is only for bureaucratic and representative purposes and doesn't represent policy. -Foreign Affairs: cut by 50%. Foreign Policy is important, but right now Hutori needs to RECEIVE foreign aid to rebuild from the nuclear holocaust. We expect the incoming foreign minister to lobby for this heavier. In the future, we will support raising the budget again if the economy permits it. Internal Affairs: cut by 10%, austerity measures. Finance: cut by 15%, austerity measures - the post doesn't represent major policies, and is mainly used to fund tax collecting. Justice: cut by 5%, austerity measures. Message | OOC: I can support this, not because I appreciate absolutely massive spending increases in any way, shape or form, but simply because I agree with the sentiment that we should make spending more realistic and true to life. I'll support this budget, though I still think healthcare and education spending are a little excessive, even if they are trying to match real-life counterparts. |
