Article 8 -The government will yearly auction off pollution quotas that can be traded on the open market; failling to own enough quotas to cover polluting will result in substantial fines Article 9 -Fair pay will be agreed upon in negotiation, and should this fail by arbitration by a fair compensation court (like with eminent domain) |

| Message | In our opinion, there needs to be health and saftey regulations. We will compromise. If you alter the bill to devolve the Health and Saftey regulations to the local governemnts, than you have our support. Other than Article 6, we love this bill. |
