MessageIt would only be a matter of time before a "Potential risk," would be abused. A person walkign down the street could be considered a potential risk.

If the crowd is destroying property and rioting, or, violating other ordinances, then they can be dispersed and arrested already for breaking those laws. There is no reason to give this furthur restriction of the right to assemble.

We agree that this law could be abused in certain circumstances, but we only propose to give the police the power of disbanding a group that will turn riot any minute before the actual violence starts, so that their are no unnecessary casualties.
