This proposal will allow some scope for industrial action, but gives employers enough room to stop anything resembling a communist or other uprising. Government would determine what constitutes a reasonable reason to strike.

This legislation seeks to get a better balance between outright capitalism and outright communism, without allowing either to completely dominate the other.
