Bill: DSP.191.2588
Details
Submitted by[?]: 帝国公明党 (Teikoku Kōmeitō)
Status[?]: defeated
Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.
Voting deadline: June 2590
Description[?]:
Seeing that recent opinion polls show that 3/4 of Sekowans believe this should be legal in some way, we have decided to address the issue, since it has public attention. We propose that the law be that so long as the animal is not hurt, then it's fine, opposed to the current law or lack thereof which states that the government has no opinion on it. |
Proposals
Article 1
Proposal[?] to change The government's policy regarding bestiality (performing sexual acts with animals).
Old value:: The government has no policy concerning bestiality.
Current: The legality of bestiality is decided upon by local governments.
Proposed: Bestiality is only legal if it causes no damage to the animals concerned.

Message | How did the DSP come up with 3/4 support? That takes quite a lot of semantic twisting and unjustified assumptions. 20.73% Bestiality is legal and unregulated. 8.20% Bestiality is only legal if it causes no damage to the animals concerned. 11.46% Bestiality is only legal for the pornographic businesses. 29.52% Bestiality is illegal. 17.20% The legality of bestiality is decided upon by local governments. 12.89% The Government has no policy concerning bestiality. A plurality support the current law. A total of 59.61% are either against it or are against the federal government having any policy. Only 8.2% support this proposed measure. Clearly, most Sekowans are not, in fact, perverts, and our legislation should reflect this. |

Message | I was speaking in general terms, technically it's slightly above a quarter supporting illegality. If you add up all the other options, which counting local governments as being for legal, means that roughly 3/4 think it should be legal to some extent. |

Message | Well, let's think about this 8.2 percent support. This is a bill which is clearly going to alienate many Sekowans. Why not go for the ideas that let it come closer to the people? The local governments could quite easily make it legal in the red-light districts, and illegal in decent places of living. This seems to be ideal, as far as freedom is concerned. (OOC: Fun fact: Hitler ordered his troops to distribute pornography to non-German speaking Nazi occupied territory. Why? It was a devastating psychological weapon. It destroys families, and makes resistance more difficult, when you are an addict of any sort. Fun fact, isn't it?) |
