| Whereas, We prefer to see a draft to taking a chance of seeing our nation overrun, although we would prefer peace and that a draft never needs to be used, but Whereas, we realistically understand that the best way to maintain peace is for the world to know we are prepared for war, We hereby propose that a draft may take place, in wartime only, if the Defense Minister requests one and the President backs the request. This bill shall have no effect during times of peace, and we reaffirm that our hope is that this will help to make it so that times of peace are the norm. |

Old value:: There shall be no mandatory military or civilian national service.
Current: All adults upon completion of schooling must serve either a term in the military or a lesser paid term of civilian national service, at their option.
Proposed: All adults upon completion of schooling can be required in times of war to serve a term in the military.
