| »In this terrible world in which we live, it would be better for Keymon to have a national psychology organization to better address the needs of every citizen in our nation and find out what is needed to make our nation as best as possible.« ~Natasha Goldstein (Keymon Corporate Action) BE IT ENACTED by the Keymon Assembly by majority vote in favor, let it be resolved that: 1) There be founded an organization. 2) This organization be known as the National Psychology Committee. 3) Its headquarters shall be somewhere in Keymon City, to be designated by Her Royal Highness the Grand Duchess of Keymon, Princess Regent of Maddog, Lord Protector of Monkey, Countess of Karzon, Commander In Chief of the Royal Forces, Honorary Chairwoman of the Keymon Corporation, and High Deaconess of the Church of Keymon, Lui Leigh. 4) It shall receive a monthly budget of one hundred thousand KED from the Health and Social Services budget of the Keymon National Government. 5) Its initial chairperson shall be nominated by Natasha Goldstein, to be approved and elected to the position by the Keymon Assembly. 6) The first chairperson shall appoint twelve other members to the Board of Directors. 7) The initial chairperson may serve no more than three terms, but others have no limit to their terms. 8) All chairpersons following shall be elected by the Board of Directors, and elections shall be held preceding each new term. Terms shall each be seventy-two months, and shall always be five months after the national elections in Keymon. 9) The National Psychology Committee shall be charged with acting as an investigatory, advisory, and consumer union board with respects to all private psychology services, and as an investigatory, financial, managerial, and regulatory board with respects to any public psychology services that may exist at any future dates. 10) The National Psychology Committee shall only approve of methods that are safe and do not involve any drugs or medications, prescription or non, whatsoever. 11) The National Psychology Committee shall keep all educational facilities, religious organizations, and government organizations under close watch, perform pseudo-random inspections on all psychology services, and shall randomly examine all private organizations and consenting individuals. 12) The National Psychology Committee shall widely publish all inspection and private organization examination results, openly identify and publish problems in any educational and religious organizations, dictate actions to improve psychological conditions in government organizations, and always keep information about private individuals – excepting public figures – confidential, and share the information with the respective individuals after analysis and on demand. 13) The National Psychology Committee shall approve, endorse, and request funding for, psychological research endeavors that it finds would be beneficial to the nation of Keymon. 14) All psychological research and findings unique to Keymon shall be kept secret by the National Psychology Committee, to be used only under secrecy by psychological services and organizations only within Keymon. Any leaks to foreigners about any such information shall be identified by the National Psychology Committee to be prosecuted by the Ministry of Justice under the charges of treason and breach of national security. 15) After twelve months of usage within Keymon, psychological research and findings may be sold by the National Government of Keymon at profit margins of no lower than 50 percent to foreign organizations under the consent that the buyers must maintain the same secrecy that Keymon does on its own information. If a buyer leaks purchased information, the World Court and the Axis Alliance of Terra shall be called upon to prosecute illegal breach of international contract and international copyright laws. 16) The National Psychology Committee shall identify and recommend actions to the Keymon National Government that would encourage nearly all psychological research to be performed in Keymon. 17) The National Psychology Committee shall identify and recommend actions to the Keymon National Government that would improve the overall psychological health of all of the citizens of Keymon. THIS SHALL TAKE EFFECT immediately after the passage of this resolution. |
