Article 1: The House of Lords shall be a non-voting chamber of Dukes, Earls, Counts, and Viscounts. The authority on legislation, taxation, government spending, treaties, and so forth shall remain with the National Assembly. The House of Lords shall advise the National Assembly and act as regional governors and mayors of cities. Nobles are politicians, military officers, scientists, artists, philosophers, business men, and other exceptional members of society. Article 2: Every political party may choose from among their leaders a Duke for one region, Earls for every city in that particular region, and a reasonable number of Counts and Viscounts that may reside in that region. There are five regions and there are five political parties. Article 3: All titles shall be hereditary. If a noble dies without an heir the National Assembly shall replace him or her with another appointment which shall also be hereditary. |
