Description[?]:

An Act to transfer control and oversight of intra-cantonal National Nature and Sea Parks to the Cantons.

1.- All powers regarding the management of National Parks entirely within a single Canton shall be of the competence of the said Canton.
2a.- Powers over National Parks which cross cantonal boundaries shall be transferred to inter-cantonal bodies, whose form may be set up by an unanimous accord of the involved cantons which respects the principle of equal representation.
2b.- Until such agreements are reached between the involved Cantons, powers over National Parks crossing cantonal boundaries shall be exercised by the Ministry of Environment with the advise and consent of the Cantonal Governments.
3.- National Sea Parks shall initially remain the competence of the Federal Government, but the involved Cantons shall have the right to be consulted about decision regarding parks within their coastal areas.
4.- After a period of five years, each Canton or inter-cantonal body can request the transfer of powers over the Sea Parks in a process patterned after the transfer of Nature Parks outlined in this Act.
5.- New National Nature and Sea Parks shall be pre-established by a resolution of the MInistry of Environment with the advice and consent of the related Cantonal governments. After a three-month test period, the establishment of the new park needs to be confirmed by a resolution of the Senate.
6.- National Park status involves prohibition of expansive constructions in the area, limiting human population to low density. National Parks can only have this protections stripped if they are dissolved through a plurality resolution of the Senate with the advise and consent of the responsible Cantons, or a majority resolution without it.
7.- This Act creates two new parks: the Hebilon Heights National Nature Park, protecting the natural environment of the Hebilon so-called "green valleys"; and the Akildar Gulf National Sea Park protecting the unique coral dwellings in the said gulf.

MessageFollowing our ideas and convictions set forth in the Forest Oversight (Devolution) Act, we hereby propose the transfer of management and care of Nature and Sea Parks to the Cantons. We think this kind of micro-management issues to be more properly and efficiently handled by local governments.

MessageEr... we make laws here supposing that they will be obeyed. If Cantons start ignoring federal laws, we request the Supreme Court to order them to do so, and if they ignore the SC... we can always send the tanks in!
