Article 1. In order to allow all children of school age to be guaranteed a suitably high level of education, without the requirement of extra expenditure from parents in order to provide for said education, whilst also guaranteeing that Government money is spent on educating pupils and not providing income to private companies, the Government will operate publicly funded state schools. These schools will be required to maintain high educational standards, guaranteed through the teaching of the National Curriculum and by teaching assessments before and during teachers careers, in order to allow for all pupils to reach their full potential. Teaching assessments of teachers will be carried out every 5 years to guarantee that teachers are maintaining high quality teaching. 5 yearly increments will be used in order to guarantee that an individuals abilities are not severely hampered by individual problems with individual pupils. Pupils who are found to have abilities in certain areas of education will be allowed to be "fast-tracked" through those areas of their education, with the introduction of specialist "centres of excellence" which will allow those pupils, with permission from their teachers and guardians, to be accepted for accelerated learning classes within these centres. Places for all children at state funded schools will be guaranteed. Parents wishing to utilise Private schools for education can, and will, be allowed to do so. Article 2. Allows the operation of Publicly funded Charter Schools within the Hobrazian School system (in line with current laws). Such schools must be operated by non-profit organisations to provide its pupils with a specific focus to their studies in order to guarantee that expenditure provided by the Government is spent on educating the pupils and not on shareholders, as well as be expected to maintain the high quality of education that is provided through the Hobrazian Scholastic system. |

Message | We think this bill not only causes major economic growth trouble and staff troubles but removes all choices about education from the underpriveleged. We do not support either parts of this bill. |

Message | We do not understand the position of the SLP in regards removal of choice from the underprivileged or staffing problems, nor can we see any economic problems inherent in the modification to our current system. In regards choice, this would allow all pupils access to education and allow all pupils the same level of education whilst allowing those with the ability to advance to do so whilst also allowing those who wish to continue to purchase education to do so. Moreover, it would remove the profit motive from education allowing schools to concentrate on education rather than money. We fail to see the problem with staff recruitment as the education ministry and individual schools have never had problems with recruitment before so we do not understand why they would have any issues again. As for economic growth issues, surely the SLP would agree that improving the education system for all, and allowing schools to concentrate on education, would improve the quality of education thusly improving the education of those pupils leaving school allowing them to join industry better educated would improve the possibility of economic growth rather than limiting it. |

Message | In retrospect; the creation of overbearing public school agencies as such; and th dismisall of competition withing the public system causes quality and funding problems. For the staff specifically; the lack of competition creates pay problems, as teaching jobs outside the public system will be limited; and most likely the pay will be poor. This will create great understaffing problems for the system you propose. |
