Message | There is no need to change proceedings as long as the Head of State is elected. Also I'm afraid even the largest party might be left in an opposition. The wise president will take into account a resolution of no confidence though. |

Message | The differences here are: in case Cabinet may be called only by HoS, then coalition to be successful should be made BEFORE elections and all should endorse one HoS, in case Cabinet may be called only by biggest party (ies), then even of other parties can form coalition they might never get to the cabinet (even early elections might not save that) in case Cabinet may be called by any party, then coalition to be successful should be made AFTER elections. So there is only 2 choices here - whether we want coalitions to be made after or before elections. SORRY for doubling the debates... but we do not want to delete our proposal just yet. |
