Civil Service Reform Whereas; civil servants not attached to political parties and therefore guaranteed positions in the civil service function as a state bureaucracy independent of the will of the voters, as determined by elections. The policy of choosing civil servants independent of politics shall be abolished, and civil servants shall be hired and replaced by the parties in government, with the understanding that they will lose their job when the government they serve ceases to function as effectively as the voters desire. |
