How does having a voluntary id card stop crime?

I dont know whether you've noticed our rather lax immigration policy...

"illegal underage activity"
There are *other* types of id, you know.

"identity theft"
How does having another form of id prevent identity theft? If you can steal one id card, you can steal them all.

Having a recorded identity does not prevent any of those things and given the voluntary system, the funds are being wasted at best.
