To better serve the government I prepose that the Imperial embassy extend the some of the duties of the minister of foregin affairs, to his acting vice minister of foregin affairs.And if the position should happen to be empty then the duties shall remain with the acting minister of Foreign affairs.

Also to better serve the government the role of vice minister of foregin affiars should be filled at all times.there shall be election were the acting minister of foregin affairs chooses as his vice minister.
