If we must live under the barbaric principle of eminent domain, it should be reformed to be more fair for its victims, and the government given less incentive to steal the land of indivuals.

Additionally, this will bring costs down, as a neutral body will be appointed only in cases where the government objects to the proposed price. There may be cases where individuals will off the government land for much less than it would objectively be evaluated to be worth.
