Due to the unpopularity of the scheme which involves no subsidisation, the Radical Party have compromised to a provisional solution to the problem of tax waste and grade inflation by adopting a policy of means tested loans. This way the government will receive somer revenue, and the taxpayer will not be as hindered. There is also enough competition to ensure students will not waste government money.
