section 1: This shall be known as the Telephone Regulation Act
section 2: The short form shall be known as the TRA

section 1: The state shall subsidize the cost of phone service for those who are considered to be low income
section 2: The state shall regulate the prices that phone companies charge in order to prevent overcharging customers.
