MessageThe problem was how to maintain the sovereignty of nations and given that no major policy decisions can be made in particracy without them being passed by the legislatures of countries then it seemed ok to have decisions by unanimous vote. I understand your concerns and would myself have preferred it to be simply by majority, but in order to get nations to join i hade to change it to unanimity.
If i could also point out that i do not anticipate that this will be the only security treaty that we enter into - as Foreign Minister, i am open to joining or indeed creating a much stronger/smaller collecitve security agreement with some countries. The CIS is basically like a Particracy UN (though with elements of other orgs as well). The constitution does allow for changes to be made and i am confident that we may be able to change it to a majority vote once people realise that unanimity is not good. it is also perfectly possible that the Council could change the organisation in a number of ways to assist in decision making.

MessageAs Foreign Minister i shall certainly look into other possibilities for a defensive alliance - i did a while ago send messages to our neighbours on the island of Makon, namely Hutori and Davostan about a non agression pact, but they did not show any interest. However i;m sure that we wil be able to find other nations to enter into a full alliance with.
