| Upon passage of this Act, all governmental employees, national and Länder, are hereby reinstated as professionals who must be chosen by qualification and advanced upon proper completion of professional competency exams. Upon assignment, all governmental employees must swear political neutrality in the execution in all of their duties or face immediate dismissal, and/or criminal prosecution. |

If the "fifth columns" (or anyone for that matter) act on their beliefs in regards to their governmental function they can be prosecuted as having violated the law.
