| This bill asks for the ratification of the <a href="viewtreaty.php?treatyid=1060">Vascania for the Vascanians (and the Axis)</a>. If this treaty is ratified, it becomes binding and will define national law. The Reverend Maharaja Anne Gatmaitan and Minister Alexander Claudio of Foreign Affairs would like to hear the opinion of the Parliament regarding this treaty. The Emperor of the <b>Imperial Federated Kingdoms of Athlorcaea-Hutori</b> from the Conservative Union Party has requested our support. Herewith is the correspondence: <i>"As you may well know, the CUP hates Sekowo for taking our land and attempting to invade much more. We do not however hate Malivia. However, you have colonised part of Vascania, a self governing colony of Hutori, and the people there do not like that. As you are an Axis nation you can ratify the 'Vascania for the Vascanians (and the Axis) treaty and legitimately lease land for bargain prices (I'm talking millions, not hundreds of millions) and gain all the tax money etc from those provinces. So you'd be making money. If you relinquish your claims to Vascania we will support Malivia in their claims against Sekowan Dovani. After all as stated before, we hate Sekowo. They have too many lands to hold successfully and if you invade you'll most likely conquer quite a few provinces. We've offered you the 99 year lease to Vascanian provinces, a treaty recognised by the Axis. So basically, if you relinquish claims to Vascania you'll be getting support off me, an Axis Leader and HIA Councillor for colonisation of Sekowan territory (the HIA seems to be against Sekowo at the moment) and if you choose to lease land you'll still be making a huge profit. | Message | The thing is, you have colonised land which is already a self-governing colony of Athlorcaea-Hutori. The people there were happy until you came. You are causing them unnecessary pain and hurt. They'd be more accepting if you were to leave or alternatively ratify this treaty which would give you bargain priced leases on land. They would be subject to Vascanian and Malivian law. We do not want a war with Malivia as they are an Axis nation. We'd like to consider you our friends. As a gesture of good will you will not have to pay lease money for the first three years on your provinces. |

| Message | I have seen this kind of thing before. By renting the property it allows them to deny your rightous claim to the land. They hope to entice you into this treaty because they lack the military strength to defend their claims against us (Malivia and Jelbania). I recommend a vote of no, and a new treaty that will define Jelbanian and Malivian borders in Vascania. |

| Message | Not. You do not rent the land. You lease it. We cannot throw you off or deny your claims to the land for ninety-nine years. At the end of that lease we re-negotiate, that doesn't mean we kick you off it means possible readjustment of terms. And Vascania has enough soldiers and support to get both Malivia and Jelbania off our land, unless of course you both send the majority of your army to Vascania which would leave your motherland undefended. We don't want war with Malivia. We DO NOT. |

| Message | We wish to avoid war as well. However, there are other matters that we must all take heed of. Gerajan prophecies have been translated to describe the earthly manifestation of the god Alceguna as occurring somewhere in the Northern or Southern Colony. If the land Alceguna manifests on is not in Gerajan hands the world will turn to darkness. Malivia will not allow an apocalypse to occur.
