Description[?]:

We, the Parliament of Free People, do hereby authorize this amendment to the War Powers Act:

1- The Head of State shall have the power to use the military in foreign territory for a period of six months without the needed authorization of Parliament, Head of Government, or the Minister of Defense.

2- Upon the immediate deployment of troops into foreign territory, the Head of State shall inform Parliament. If troops are to be used more than three months, a declaration of war will be required.

3- If after three months, the votes against the declaration of war exceed the 1/3 threashold, the troops will be immediately recalled. Otherwise, they will remain in foreign territory unless the declaration of war fails, at which point, the troops will be immediately recalled.

4- The Head of Government shall have the same powers given to the Head of State in Articles 1,2, and 3 but with the following changes:

a) Can only deploy troops for four months in case of a legitimate threat to our country's interests.
b) Must inform Parliament Before deploying troops.
c) If the votes against the declaration of war reaches the 20% threashold, the troops will be recalled.

1) The Head of Government, as First Commander of the Armed Forces, shall have the power to use the military inside the country unlessthe President opposes such a move.

2) The Head of Government, as First Commander of the Armed Forces, shall be second in the chain of command following the Head of State and before the Vice-President.


Let it be resolved that:

1) The Head of State and the Head of Government have the power to issue executive orders.

2) The Head of State and the Head of Government have the power to veto an executive order by issuing another executive order.

3) If a veto shall occur, the Head of State and the Head of Government cannot issue an executive order on the same subject until a compromise has been reached.

4) A joint executive order shall be issued when a compromise has been reached.

This is a Constitutional Amendment and will require a 2/3 majority of Parliament to become law.

MessageWe need a clear war resolution in case we ever need to go to war. The worse that can happen while fighting a war is a confused leadership. We will leave it up for debate and we will take any suggestions or objections to it.

Messageall these powers should be placed at the disposal of the head of state only. dividing between the two makes the exercise of war powers indefinitely difficult.

MessageNo. It does not mak it difficult. Sometimes, the Head of State is not available and decisions must be made quickly. Only one person having such powers is incredibly stupid of our part should we pass something like that. In order to declare war, the Head of State, Head of Government, and Defense Minister must approve. That doesn't change in this bill. On top of that, the Head of Government does not have the same powers as the Head of State in this bill something the original War Powers Act give to the Head of Government.

MessageWell, as of now, both have it and both have the same powers to deploy troops. This billa ctually reduces the power of the Head of Government.
