Proposed: Child benefit policies are left to local governments.

Old value:: All adults not supported by another person shall be guaranteed a very basic subsistence income by the government.
Current: All adults not supported by another person shall be guaranteed a reasonable, though not high, standard of living by the government.

| Message | I am not suggesting harm unto the baby. I believe that Likatonians are generous people. Maybe if we don't tax them as much as we do (weve come a long way) they will have more money to give to people with children. I'm almost positive that Likatonians don't feel generous on tax day but I'm almost certain that they do when they give to charity. |
