MessageCurfew is too important? This is not foreign relations or immigrant policy ... it is a curfew. If local authorities see a reason to impose their own curfew, they should be able to do so given their closeness to the people; if the larger government wishes to impose a curfew, it will have negotiate with local authorities ... it is safe to say that local governments will be more than willing to enact a curfew the central government finds necessary for any emergency situation.
