Be it enacted upon the Emperor’s most Illustrious and Lutheran Majesty, by and with the advice and consent of the representatives of the people of Greater Hulstria, in this present Imperial Diet assembled:

An Act to ban the formation, maintenance, and arming of paramilitary organisations and to extend such proscriptions to all paramilitary activities.

Article I - Short title, Definitions, and etc.

1) This Act may be cited as the Paramilitary Organisations Act 2631.
2) Unless otherwise stated, "paramilitary organisation" refers to any armed organisation, army, or group which, made up of non-military personnel, acts as a military force without the sanction of His Imperial Majesty's Armed Forces or His Imperial Majesty's Government.

Article II - Proscriptions of Paramilitary Organisations

1) No political party in Greater Hulstria shall establish, maintain, operate, fund, or otherwise support, directly or indirectly, any paramilitary organisation in the Imperial Crownlands of Greater Hulstria.
2) In addition to the proscription in Section 1 of this Article, no other organisation or private individual shall establish, maintain, operate, fund, or otherwise support, directly or indirectly, any paramilitary organisation.
3) No foreign paramilitary organisation shall be allowed to operate within the borders of the Imperial Crownlands of Greater Hulstria without the formal approval of the Staatsminister, the Minister of Defence, the Minister of Foreign Affairs, and the Minister of Internal Affairs.
4) Should a foreign paramilitary organisation be grated permission to operate within the borders of the Imperial Crownlands of Greater Hulstria, it shall be the duty of the Staatsminister to inform the Imperial Diet as soon as practical, unless this would compromise the safety or security of Greater Hulstria or its citizens.
5) If any person should knowingly provide, or orchestrate the provision of, weapons or ammuntion to a paramilitary organisation then they shall be guilty of a felony and, having been properly convicted, shall be sentenced to a term of imprisonment not exceeding sixty years and not less than ten years.

Article III - Disbandment of Current Paramilitary Organisations

1) Should any paramilitary organisations be presently operating within Greater Hulstria, or by a political party in Greater Hulstria, then it should be disbanded within six months of the passage of this Act.
2) Any political party represented in the Imperial Diet may request for a formal investigation to be brought forth to determine if an paramilitary organisation is being operated illegally.

MessageAs the TCP have a "paramilitary organization", the Traditional People's Police, we must vote no to the proposed bill.

Our party milita, the Traditional People's Police and the youth branch, the Traditional Youth Cadets, have played vital roles in the TCP since our founding. The TPP serve as a police force at party gatherings, as well as playing signifigant roles in our party marches. Some groups of TPP troopers have, on occasion, travelled overseas to other nations to help causes deemed fit by the head of the TPP, Colonel of the Traditional People's Police, Major Josef Weiss. (An example is a group of TPP troopers were sent to Hutori to fight for the monarch.) We understand the purpose of this bill, but as it would outlaw a historical arm of the TCP we must vote against it.

MessageWe shall support this, as party militias have no place in constitutional democracies, and can only lead to the transformation of the peaceful electoral conflict into a military conflict. Furthermore, after the passing of this bill, the Ministry of the Interiour shall authorise a massive police campaign to eliminate the currently active paramilitary organisations and terrorist groups threatenning our peace and constitutional stability.

Message"The Black Legion has been an ever present force for over two centuries. It presently operates off the coast of Husltria, if necissary outside of Hulstrian terretorial waters, but it operates none the less. We will not be pressured into the removal of our powers abroad, powers which are none of the Hulstrian Government's affairs. The laws of Hulstria are to be upheld. But as this will not become law (requiring a constitutional amendment of 2/3rds), it is rather an irrelevant matter no?
