This is not devolution, this is empowerment. This is not lessening the power of central government, but it strenghtens the power of local government.

The only power taken away from the federal government is with energy. Federal goernment will no longer subsidize power, however, in echange for that, not only do local governments have this power, but they now have the power to proivde public power, not to shabby of a trade off.
