No one can dispute the value of scientific excellence in our fast-moving and changing times. New markets are developing, previously unknown opportunities for medical and biotechnological advances have arisen and our citizens expect us not only to keep pace with the world but to find our place among the paragons of science and supply them with the best that brilliance and invention can provide.

Kirlawa can gain a cutting edge in biotechnology if we act now and act decisively. At the same time, in return for our determined stance, we have the right and the responsibility to ensure that no one in our great nation is left behind.

But having spent some time bending my mind around the way policy works in Terra, I think that subisidising prices is covered by a different policy area. There is legislation of that kind to be found under the heading of health, not science, as in this case.

Or are you saying you would also oppose the regulation (not subsidisation) of prices as envisaged in this bill?

Messagewe fully support this bill. A lot of pharmaceutical companies only look after a profit. We want to put health on the first place again and we'll fully support this...

MessageI am not saying they should not profit. I am saying they should receive an edge in research. Of course no such regulation would cause losses to the companies concerned—they would still be paid handsomely for their expertise. If a company does not like the scheme and opts out, another more efficient one would be able to take the subsidy and deliver the goods instead. Given cues, markets can be intelligent. Our bio-tech and pharma knowledge base would also improve in international comparison.
