Proposal[?] to change Civil defence is the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing.
Old value:: The government builds and maintains a network of shelters across the nation.
Current: Every public building is required to feature provisions for civil defence and at least 50% of spaces must be allocated to private citizens.
Proposed: No new buildings may be constructed unless they feature provisions for civil defence.
Article 2
Proposal[?] to change The government's policy with respect to prayer in schools.
Old value:: Teacher-led prayers in schools are encouraged.
Current: Teacher-led prayers in schools are forbidden, except in religious schools.
Proposed: Teacher-led prayers are mandatory in schools.

Message | Our suggested implementation of article I would define buildings as new large scale developments, such as new neighborhoods. We would suggest defining provisions for Civic Defense in such a way as the neighborhood is easily defended. |
