Bill: Cabinet Proposal of 2651

Details

Submitted by[?]: 帝国公明党 (Teikoku Kōmeitō)

Status[?]: defeated

Votes: This bill presents the formation of a cabinet. It requires more than half of the legislature to vote yes. Traditionally, parties in the proposal vote yes, others (the opposition) vote no. This bill will pass as soon as the required yes votes are in and all parties in the proposal have voted yes, or will be defeated if unsufficient votes are reached on the deadline.

Voting deadline: October 2651

Description[?]:

Proposing a Cabinet, according to election laws:
http://80.237.164.51/particracy/main/viewbill.php?billid=183773

Here's the calculations;
AUP - 10.3% - 1s
CP - 15.7% - 3s
DSP - 23.8% - 2s
MTPU - 11% - 2s - 3s*
NPP - 15.3% - 2s
SD - 7.5% - 1s
SIP - 8% - 1s - 0*
SGP - 8.3% - 1s

Note:
As SIP has been absent voting on both vcabinet voting sessions I've excluded them in order to get a new cabinet passed as per both law and tradition.
The seat has been given to MTPU.

MessageWe would like a verbal acknowledgement from the AUP that they consent to have their seat given to the MTPU; the seat which was taken from the SIP would belong to the party with the next highest remainder; this would be the AUP. Not entirely sure how the DSP justifies giving a party 2 more positions than another party which is within 4 seats of the first.

We shall vote in favor after verbal consent has been given.

MessageAh, I apologize. Just noticed the name change. I meant the MSMP.

MessageThere's no law that says that I have to give it to AUP at this point.
Now, had it not been FA, then I would have, but since it was I gave it to MTPU since he's more active.

MessageActually, the law states how the cabinet will be divided, period. If a party fails to vote, they may be excluded by the new law, but nothing changes how the cabinet must be dividedit's still a straight percentage of remaining parties, meaning that the AUP gets the next seat.

MessageCP agrees with the NPP. There is a law. As mentioned in this bill. Again the link is http://80.237.164.51/particracy/main/viewbill.php?billid=183773.

To summarize, using formula from law:
(# of seats won)/(# of seats in Folkstamma)*(# of cabinet positions) = (# of seats won)/600*13
Truncate the results, those are assigned seats. Subtract that total from the total number of cabinet positions (13). The result is the number of positions to be assigned according to the remainder (decimal) in order from higher decimal value to lowest unless the total number of cabinet positions are filled.

<including everyone>
DSP 3.098 = 3
CP 2.036 = 2
NPP 1.993 = 1 + 1 = 2
MSMP 1.430 = 1 + 1 = 2
AUP 1.343 = 1
SGP 1.083 = 1
SIP 1.040 = 1
SD 0.975 = 0 + 1 = 1

<excluding SIP means total seats are now 600 - 48 = 552>
DSP 3.368 = 3
CP 2.214 = 2
NPP 2.217 = 2
MSMP 1.554 = 1 + 1 = 2
AUP 1.460 = 1 + 1 = 2
SGP 1.178 = 1
SIP 0.000 = 0
SD 1.060 = 1

The recalculation only makes big difference when a party with lots of seats is excluded. E.g. DSP with 143 seats or 24% of total seats.

In conclusion, as this cabinet proposal violates the law of Sekowo, CP will not support it.

MessageTYPO: in the case of SIP being excluded, NPP would have had 2.167 seats, not 2.217.

MessageThat's not how we interpret the law.
We interpret it to mean that, following the amendment the first two times must follow it along such lines, however after when a party has been temporarily excluded the seat is determined at the discretion of the Tenno.

Further more the DSP is considering no longer following the proportional representation system as it has been failing for several decades now.

MessageFailing to follow the law would result in a ban for 50 years from all cabinet positions, according to law.

MessageNPP is correct on that statement as well. CP feels it would be a shame to have to exclude the DSP. They contribute to the democratic process of this nation.
