If gambling is legalized, then we take away power from organized crime groups who would be able to establish a black market monopoly on gambling if we outlawed it or made it difficult to enter the market (as we currently do). By opening up gambling to everyone, it creates too many businesses for an organized crime family to dominate. A licensing scheme by comparison, creates an oligopoly, which would mean crime families would only have to target a few businesses to control the whole market.
