Old value:: The government subsidizes higher education tuition to a certain amount, the rest is covered by the individual students. This includes scholarship programs.
Current: The government fully subsidizes tuition.
Proposed: The government introduces means tested loans for higher education tuition, to be paid back by students after earnings reach a certain amount.

Message | Government pays for university education until the point where they are earning a suitable living wage and can afford to pay the money back slowly. The means test is set at the students income level only, not the parents income. If the student can pay for the university fees outright, than they do not qualify for the loan. Assets do not count unless they are easily liquidated items, such as gold, shares, government bonds etc. |
