To allow for adequate discussion and voting attention, and to allow all bills submitted to relate to as few issues as possible, this amendment proposes that no party can hold the right to submit more than 5 proposals at any given time.

This bill also officially requests that parties refrain from submitting bills featuring more than one proposal, unless it is deemed absolutely neccesary.
