For the sake of security, law enforcement, and immigration it may be wise to have a mandatory national ID card scheme but it should not be against the law to not have the card on one\'s person at all times. NOTE: If there is consensus in debate, the bill may be amended to read \"Citizens are issued with identity cards on a voluntary basis\" instead of the originally proposed \"All citizens are issued with identity cards but are not required to carry them\". |

Message | Significantly better idea for the national identity cards, its fair to ask for the citizens of Hulstria to have an identity card for health and security reasons. But it will make it fairer if they don\'t get punished for something like going down to the shops in the morning with nothing but change in your pockets and are pulled up by the police for not carrying it. |
