Here in Telamon, it now seems to me to be the case that we have developed a 2 coalition system:
The Centre-Right coalition of the UCA-CPT-IP
The TNP led Coalition of the TNP-TCP-TLP-RP

This is therefore to a degree like a 2 party system, with each side opposed to the other. That to me is fine in that i like the confrontation that it brings! However, we seem to act differently from Real World examples of this in that when one side controls the Chancellorship and the other Parliament, we end up with bizarre situations of either keeping in power a minority government which no longer has the support of Parliament or trying to remove a government that does. For the benefit of all parties concerned I feel that this should stop and that we should adopt a more realistic pattern of behaviour for this sort of constitutional situation. That is namely that when the Chancellor and the parliamentary majority are from the same coalition, then of course the Chancellor has much power and there is no problem. However, when the Chancellor and parliamentary coalition are from opposing coalitions, the Chancellor should be forced to appoint a government from the parliamentary coalition, even if his party and his allies parties are not part of it. This is what happens in real life - the Chancellor is reduced to a figurehead.
Therefore, please note that as the current Cabinets bill going through Parliament will not pass (thankfully) I will still retain the right to appoint the government. I am, provided that my colleagues the CPT and IP agree to this, prepared to appoint a TNP led government (OOC: I do believe in fair play and believe that the current situation is unfair and against the spirit of the games). However, there are one or two conditions to this:

1. Parliament unanimously passes a resolution which we shall all consider binding, to the effect of what I outlined above. That the Chancellor must always appoint a government of the coalition which has the majority in Parliament, even if that coalition is in opposition to him.
2. That the TNP led government which I would appoint agrees to limit economic reforms and to keep our exisiting foreign policy.
3. That the TNP provides me with a workable Cabinet proposal.

I hope that everyone will agree to this (including the IP and CPT - after all it's only a couple of days out of power!!) in order to create an improved situation. Otherwise, the current situation will continue.

MessageReally though, the Chancellor could create any parliment they want then, so long as the majority agrees, much like it is now. This simply means that before it is put to vote, there must be some discussion of positions etc. which I would agree with

MessageClearly I didn't explain it very well. There is no problem at present, however i simply wanted to clarify the powers of the Chancellor. In the last Parliament the UCA-CPT-IP coalition had a majority in Parliament however the TNP constantly attempted to propose a government that did not keep us in absolute power, hence why we blocked all the proposals. As it happens it didn't matter because we were in government anyway, therefore a new Cabinet was not necessary.
Now, we have a reversal in which I am Chancellor and the UCA-CPT-IP government is still in power, but the TNP led coalition has a majority in Parliament. Therefore I can do one of 3 things:
1. LEAVE IT AS IT IS WITH THE UCA-CPT-IP CABINET IN POWER DESPITE US NOT HAVING A PARLIAMENTARY MAJORITY
This is fine by me, but it does seem to destroy the spirit of the game as that is to win elections and get into power, clearly then we lost the election and so should relinquish power to those who won namely the TNP led coalition.
2.APPOINT A CABINET WITH EVERYONE OR AT LEAST SOME OTHER PARTIES IN IT.
This is fine as well, but with the two coalitions having different economic beliefs this would also seem silly and given again that the as we have a 2 coalition system in Telamon it would seem that one coalition should win and the other lose.
3.APPOINT A TNP LED GOVERNMENT WITH ONLY THOSE TNP COALITION PARTIES.
This is really what should happen if we want to be like real life and to uphold the spirit of the game.

3 is my preferred option and what it am proposing, however, what i was saying was that if i voluntarily relinquish power and appoint a government without me the IP and CPT, that firstly the CPT and IP are ok with that and secondly, that should this situation arise again but in reverse, that everyone else will behave in the same way and not as the TNP did last time

MessageSo again, to clarify what i want is for us to pass a resolution which we will all support and will consider binding even though there is no legal option for it, that means that if the Chancellor comes from a different coalition than the majority in Parliament he MUST appoint into cabinet the coalition with the parliamentary majority

MessageSorry, one more post. If everyone is happy with my proposals, then i shall put it to a vote. If the TNP could then provide me with the Cabinet that they would like (send me a message detailing which party you would like to have which positions - i assume that you will discuss it first with the other members of your coalition) and then once this resolution has been unanimously passed i will then propose your Cabinet.

Messageyes, though then we would have to try to get them to uphold this law as well. It is simply as we have a 2 coalition (like a 2 party system) that we need it to work effectively. I take France as the example for how i envisage it working

MessageNo, not FOR NOW, but for as long as there is a 2 coalition system. You would have to put us in power if you became Chancellor but we had the Parliamentary majority. If you won't abide by that then vote no and things can continue the way they are now
