Be it enacted upon the Emperor s most Illustrious and Lutheran Majesty, by and with the advice and consent of the representatives of the people of Greater Hulstria, in this present Imperial Diet assembled:

An Act to create elected assemblies and chief executive positions to handle local and devolved affairs.

Article I - Short title, Definitions, and etc.

1) This Act may be cited as the Crownlands Legislative Powers Act, 2673.
2) Unless otherwise stated, Crownland(s) refers to the crownlands of Hilgar, Hulstria, Budenlar, Mitrania, and Kuratha.
3) Unless otherwise stated, crownland legislatures shall each be titled "Landtag" and crownland executives "Chief Minister"

Article II
1) Each Crownland shall have an elected assembly, called a Landtag, which shall exercise all powers delegated by the Imperial Diet and His Majesty's Government to local governments, not including municipalities.
2) Each Crownland shall have a Chief Minister, appointed by the Crown Commissioner of the crownland, who shall be responsible for the administration of the crownland.
3) Representation in the Landtag shall be proportional based on the Imperial Diet vote in that crownland. Each Landtag shall comprise of 100 ordinary seats and no more than 3 overhang seats, should such seats be necessary to maintain proportional representation.
4) The term of the Landtag shall be simultaneous with the term of the Imperial Diet.
5) The appointed Crown Commissioner of the Crownland shall appoint the head of the largest party, or the head of the largest group of parties, in the Landtag to be Chief Minister. The Chief Minister and his cabinet shall conduct the administration of the crownland.
6) The Imperial Diet reserves the right to review and overturn acts passed by a Landtag. The Imperial Diet may, by two-thirds vote, remove the Chief Minister of a crownland.
7) The first session of the Landtags shall be seated after the first Imperial Diet elections after this Act has come into force.
