Description[?]:

Whereas the people of Quanzar have risen and removed tyranny
Whereas the safety of the reformed state is in constant peril both domestically and abroad
Whereas potent measures must be taken for the continued safety and longevity of the new state
Resolved, that the government adopt the following provisions and policies in the name of His Royal Majesty the King Edward the first no later than November 1st, 2685:

(i) Both the Head of Government as well as the Minister of Defense, with the permission of the monarch, shall be entrusted with the right to pass a "Motion for a State Security and Integrity Exception" (an "Exception") if the people, government, or monarch are ever threatened with eminent peril.
(ii) An Exception produces a legal state, lasting at most for twelve months, in which the following extra-ordinary legal mechanisms are enabled. These mechanisms may or may not be authorized by law when an Exception is not in place, but said mechanisms are unambiguously enacted when an Exception is in place.
a. The police and/or military authorities ("the Authorities") may arrest suspected enemies of peace for up to thirty days without a warrant and without pressing charges. No person may be arrested for more than fifty days under such provisions in any given sixty day period.
b. The Authorities may wiretap, open letters, and intercept/monitor any and all communications without a warrant.
c. The Authorities may institute a quarantine on any city or county in the kingdom.
d. The Authorities may institute a night and/or day curfew in any city or county in the kingdom.
(iii) The government shall always monitor organizations associated with the following ideologies:
a. Anti-Quanzaran Militarism: a militant or otherwise violence-oriented ideology promoting the destruction of the State of Quanzar.
b. Anti-Monarchism: an ideology opposed to the holding of the position of Head of State by a hereditary dynast.
c. Pro-Italian Militarism: an ideology promoting the foundation of an Italian-speaking state, especially one based on Istalia, through violent means.
d. Anti-Anglicism: a racist ideology opposed to people of English ethnicity.
(iv) It is a capital crime to threaten the security and integrity of the Kingdom of Quanzar, that is, to commit treason.
(v) Should the Head of Government, the Minister of Defense, the Minister of Internal Affairs, or the Minister of Justice believe that any monitored organization is an eminent threat to national security, he may order the summary arrest of said organization's members on charges of treason and the immediate confiscation of said organization's property, even such property that may be held legally under the name of an entity other than said organization but which is clearly held by said entity for the benefit of said organization.
(vi) The Head of Government, Minister of Defense, and Minister of Foreign Affairs, with the permission of the monarch, may collectively authorize a defensive engagement of the military within Quanzar or abroad should a foreign military power threaten Quanzaran interests. Should the military engagement last longer than twelve months, the Head of Government must request the legislature's approval of said defensive action; if such a request is denied by an absolute majority, then the action must end immediately; if said request is denied by a plurality but not by an absolute majority, then the action may continue for another twelve months; if said request is accepted, then the action may continue indefinitely. The legislature may, at any time, control the military affairs with direct legislation.
