MessageThe "don't ask, don't tell" policy should probably be permitted in the treaty. Also, this treaty will remove the ability to have certain bills come up from time to time, bills which are sure to be defeated but at least addressed.

I have to vote in favor of this treaty, but some of the mechanics are worth noting.
