| Shelters: The national government best understands the threats that shelters aim to protect against. Defence industry: Allies and enemies alike need to be able to view, respect, negotiate with, and declare ceasefires or treaties with a unified Selucian military force. Our use of mercenaries and private defence forces seems confusing and untrustworthy to the rest of the world because there is no direct accountability that represents the nation. It discourages them from diplomacy. |
