A series of reforms that we deem necessary to increase our military's strength.

1) Defense industries will have no interest in weakening us and profiting from our ennemies, thus we can safely allow the privatization of some of them.

2) If our commanders decide that land mines could halt or slow an invader attacking the Empire, we must let them use this weapon.

3) What are these "international standards" that the law refers to? Are they Indrala's or are they Deltaria's, the answer is, they are Luthori's. Let the prisoners we take be treated under our own fair law, and not some "international standard" we do not know of.

We should be the icon for other nations to follow, so we must show respect to those that are brave and proud enough to serve there nation, even if they are the enemy. There is just a sense of honor and nobility in battle when two forces face off against, and thus we should show our opponents the treatment we would expect.
