| Message | Article 2: Surely refugees are refugees and not immigrants in the sense that they hope to eventually be let back to their nations when things calm. They will be kept segregated until such a point arises. Immigrants and refugees are two distinct classes, the former wishes to reside permanently, the latter is only temporary. |

| Message | I assume that if they are victims of extreme circumstances they won't ever be able to go back or will stay a very long time. If we're not going to try and keep them, why let them in at all? |

| Message | Because of extreme circumstances... they're only there as long as the circumstances are present, they could be victims of an aging dictator, or flooding, all such circumstances are temporary. If they resist to reside permanently they can come under the laws for immigration. |
