Article 2: Against. If we let people in, we should take steps to ensure their loyalty to Kazulia. Only letting in victims of extreme circumstances would be acceptable as long as we provide integration aid. Non-integrated immigrants are harmful to Kazulia.

MessageArticle 2: Surely refugees are refugees and not immigrants in the sense that they hope to eventually be let back to their nations when things calm. They will be kept segregated until such a point arises.
Immigrants and refugees are two distinct classes, the former wishes to reside permanently, the latter is only temporary.

MessageBecause of extreme circumstances... they're only there as long as the circumstances are present, they could be victims of an aging dictator, or flooding, all such circumstances are temporary. If they resist to reside permanently they can come under the laws for immigration.
