We propose hereby that any man can catch his fishes where he wants and government don't punish him for it.

It is responsibility of local government to regulate using pesticides, depending on specific area.

Same thing applies for protection of forests. Local government has responsibility to decide where people can cut trees and where it is not allowed.

They will also decide how many fishes and deers their people can catch.

And finally any man can own and raise animals in his farm for personal use.
