"My fellow member of the August Parliament of the Cedar Throne, I came before you today in this great time of crisis to humbly ask you to allow me to present you with the Ministry of Defence plan to ensure peace and security in the Principality of Hodirak'hi. After recent terrorist attack by a terrorist group that is believed to be connected to a communist hard-line in the region, the Commander of the Eastern Army of the Imperial Guard have made a following suggestion to myself in order to ensure law and protect the public from this terrorizing act aiming to frighten our peoples. 1. Creation of terrorist detainment camps in Hodirak'hi under the jurisdiction of Ministry of Justice with assistant of Imperial Armed Force and Pontesian Intelligence Agency. 2. Allowing military forces to act as police assistant in the Principality. 3. Police and police assistant is given emergency power to detain any suspected terrorist at their discretion. 4. All transportation out of the region will be monitered by check-point and inspection to ensure no spreading of terrorist into other Principality. I would like to stress to the parliament that this method is necessary and urge them to vote to allow Pontesi to control the situation and captured the terrorist."
