"Yet again, Beiteynu must be forced to witness the failure of the Pontesian Royalty to rule for the good of their people. We must assume that the Imperialist will proceed in the same fashion they did last time they were trusted with too much power, and begin the persecution of Jews and other minorities. Unfortunately our already war-torn nation will be forced to bear the weight of these peoples clambering for freedom from oppression. We are therefore proposing the following measures to be applied to the Pontesian refugees." 1) Refugees fleeing from Pontesi shall be defined as fleeing 'Extreme circumstances', and allowed entrance to the nation, and shall be housed in refugee camps cited along the Pontesian border and maintained by the Beiteynuese army. 2) All Jewish refugees fleeing from Pontesi shall be fast-tracked towards gaining Beiteynuese citizenship. 3) Other refugees with skills or professions deemed needed by Beiteynu shall be offered nationality to themselves and their immediate family upon having successfully demonstrated their usefulness to Beiteynu. 4) This new influx of citizens risks creating a new security risk, and so we recommend the reintroduction of the identity card scheme in order to maintain law and order. 5) In accordance with current laws, any refugee found living outside their assigned refugee camp shall be immediately deported to Pontesi or any other nation that shall take them. |

Message | OOC: Coups are generally committed by part of the State, using the existing power of the State, and don't neccessarily have to bring about a change in leadership, they just have to change the balance of power unconstitutionally. If, say, in the wake of 9/11 the US government were doing what Pontesi is now, wouldn't you call it a coup? I suppose the essential difference is that everything non-RP'd has to go through game mechanics, so coups in Particracys world would seem technically impossible. In particracy terms though, I think putting the army on the streets, giving it power of arrest,, enacting a state of emergency, shutting down the media, setting up detention facilities and putting in place a military government while effectively shutting down the legislature by limiting proposals is as close to a military coup d'etat as we can get. Message | OOC: Rather what I should say is that it doesn't have to lead to a complete change of leadership; for instance in Iran and Japan coups and attempted coups have taken place without the aim of removing the HoS, rather with the aim of strengthening their position, which I assume is part of the aim of the Pontesian one. |
