ToDebating the An Act to ensure that the bureaucracy is fair and responsable
MessageHow exactly will this ensure a fair and responsible bureaucracy? The current law allows the government to appoint the best qualified persons for the job. Were they to rely solely on the system of "who you know" and discrimination, then incompetent people fill the top offices.

Random quote: "Capitalism and communism stand at opposite poles. Their essential difference is this: the communist, seeing the rich man and his fine home, says: 'No man should have so much.' The capitalist, seeing the same thing, says: 'All men should have as much.'" - Phelps Adams
