The first article is intended to give more liberty to the people by allowing their regional governments to set maximum farm sizes should they desire depending upon economic conditions.

The second article is intended to protect the fish populations from overfishing, which has proven an extremely serious problem in many parts of the world; the establishment of quotas will keep our fish supply constant and bountiful.
