This bill is designed to allow for greater flexibility in legislation. As it currently stands, a bill can have no more than 9 articles to it. An individual will go through, and if they find even just 2 or 3 points they disagree with, they will shoot down the entire bill. By allowing for more articles in a bill, it provides an amount of maneuverabilitiy - a bill with more articles is less likely to be shot down due to just a few negative points. |
