The following act establishes the Kalistan Republican Food Bank. Article 1. There shall be a national Food Bank program called the Kalistan Republican Food Bank (hereafter known as the KRFB). KRFB will have at least one food bank in every major settlement with a population of over 5,000 throughout Kalistan. IN all cities, with a population of over 1 million, KRFB will have a District Distribution center as well as two local food banks. Article 2. KRFB shall be entirely financed by the People's Republic of Kalistan. The government of Kalistan, with input from the Department of Food and Agriculture will direct the Ministry of Finance to add money to Budget for full support of KRFB. Article 3. KRFB will immediately replace the Socialist Party as the operator of their national food bank project upon the passage of this legislation, without compensation to the SPoK. This includes all physical property, all inventory, all rights to any intellectual property involved with the bank. The Socialist Party will immediately divest itself of all property ownership. The Socialist Party may challenge the nationalization in court. Article 4. KRFB will provide food to all Kalistani citizens free of charge. There will never be a need for money in KRFB. Article 5. KRFB will stock foods in accord with "healthy food" guidelines from the Ministry of Food and Agriculture. The food must be nutritious, fresh and whole. Produce, meats, and fish must be fresh, and ripe produce should be made into pies and breads on-site. Grains and cereals may be stocked, but only whole grain flour may be sold and sugar content of cereals must be under 7 grams a serving. Dried fruits and meats that have not been heavily processed may also be stocked. Dairy and yogurts may also be stocked. The provisions of this article do not apply to any other government food production or distribution operation outside of the KRFB system. Article 6. All customers to the KRFB will be given literature on healthy eating and the importance of fresh food and vegetables before entering. The method of dissemination of this literature will be determined by the Ministry of Food and Agriculture. Similarly, taking only a week's worth of food at a time from the food bank will be encouraged, though citizens may come in and leave the food bank whenever needed. Article 7. KRFB will be open and made available 24 hours a day. Article 8. The only paid employees of KRFB to be covered by Republican funds will be 5 stockers, one baker, three butchers, and two uniformed police officers per store. Full benefits and pensions will be made available for all workers. Article 9. Any crimes that occur within KRFB, as defined by national, district, or local code shall be punishable by applicable laws. Article 10. The KRFB program will purchase food at market rates from Kalistani farmers. They will start by buying excess produce and other food from producers to stock the KRFB directly from farmer cooperatives. The KRFB will then compete for non-excess food supplies. After the first year, KRFB will develop contracts for supplies with independent Kalistani farmers, Farmer co-operatives and the General Union of Farmers' Federations. Eventually, KRFB will take over supply of all produce and commodities from private distributors. Article 11. There will be no sunset for this act. KRFB will continue to remain a funding priority in the Kalistani budget as long as this act remains in effect. Article 12. This act has been endorsed by the entire shadow cabinet of the SPoK. It has also been endorsed by Foreign Minister Gregory, Defense Minister Franco, and Trade and Industry Minister Clarke from the Socialist Party, and Karolien de JahĂș, secretary-general of the APK, Johan Viljoen, secretary-general of the APK, Jonas Collett, former Minister of Food and Agriculture and Chairman of the General Union of Farmers' Federations (GUFF), Food and Agriculture Minister Reinaert der Linden, and Premier Reinaert Zoetebeck. The RFP has also endorsed this act. Article 13. This act may be revised by act of the Assembly. Article 14. This act becomes in force immediately upon the passage of this legislation. |
