Description[?]:
WHEREAS, urban citizens and farmers alike own domesticated animals; AND WHEREAS, the spread of stray domesticated animals is a concern in Selucia's cities; AND WHEREAS, vicious attacks by domesticated animals on humans and other animals is a concern in Selucia's cities; AND WHEREAS, the spread of disease amongst domesticated animals on farms that are destiend for human consumptions, such as mad cow disease and foot and mouth disease is a legitimate health concern; AND WHEREAS, in order to address concerns related to domestic animal ownership, a registry of such domesticated animals ought to exist in order to prevent the spread of agricultural disease, to educate pet owners on spaying and neutering their pets, and to adequately deal with violent or dangerous animals; THEREFORE, BE IT RESOLVED that people must register their domesticated animals with their local government. |

Message | This bill is simply to get local governments to amass data with respect to domesticated animals. That way, dangerous pets can be dealt with, pet owners can be targeted for "spay and neutering" campaigns, and most importantly, rapid measures can be taken to prevent the spread of dangerous and expensive agrigulturally based animal disease. |

Message | We are not sure about this bill at the moment. We fear SSP's suggestions will produce more bureaucracy though her intention has merits. As a three island Empire the fear of wide spread diseases is limited to the island. We may close habours if needed. But as mentioned before we are not sure whether we are in favour or in oppose if this bill. |

Message | Islands provide nice natural barriers to localize disease. However, the trade in domesticated agricultural animals does cross the Islands. For instance, if Mad Cow disease is found on Uleroth, registration would let us know which herds to quarantine on Shadar Island - namely those heards with animals born in Uleroth. Essentially, it will give government the tools to quickly and effectivley deal with agricultural disease outbreaks. Currently, without any data whatsoever, our ability to do so is compromised. |
