| An 'Enemy of the Republic' shall be defined as anyone who is viewed to: a) pose a grave threat to the security and well being of the Asli Republic of Talmoria. b) acted in a manner deemed to have been tantamount to declaring war against the State. Any persons may be declared an Enemy of the Republic upon a 50% +1 vote of the legislative body of Talmoria, and may have this status removed by: a) a 50%+1 vote plus support of all members of the cabinet. b) The rejection of this status by the presiding judge at their trial (OOC: In practice, the minister of Jusitce) An 'Enemy of the Republic' shall be viewed as the most extreme and vile form of criminal there is, and the punishment shall always be death. Any 'Enemies of the Republic' shall be given seven days after their designation of this status to turn themselves over to the Talmori authorities. If they do so, they shall be afforded a fair trial and the opportunity to remove this status. If they fail to overturn this status, they shall be immediately executed for their crimes. Failure to hand oneself into the authorities within the one week deadline will be viewed as an attempt to escape justice, and as such the security forces and Talmoria citizens may act without legal sanction against said person. ______________________________________________________ The Tyrant William Hemmingway, butcher of our people, continues to threaten our new found freedoms, and the democracy the Asli people cherish. He staunchly refuses to give up his claim of Emperor, to directly challenge our right to peaceful and prosperous lifes, to act as a rallying point all traitors of Talmoria. In doing so, he has declared war upon us, our liberties, and our children, and we must prepare ourselves. Upon the passage of this bill, the [whatever our legislative body is] declares William Hemmingway and all of his descendants claiming to be Emperor of Talmoria to be Enemies of the Republic. |
