Be it Enacted by the Conseil Royal du Peuples, Legislature of the Royaume d'or de Lourenne, with the Blessing of Reine Renée d'Orléans-Vassar, Reine de Lourenne:

1 - The state of Lourenne shall no longer require its citizens to be members of the state religion.

2 - The state of Lourenne shall grant permits to those religions that are allowed to exist. All unrecognized religions will be classified as cults and are illegal.
2.1 - All nationals shall be required to register their religion with the Ministry of Education and Culture. Registering as Unaffiliated, Atheist, or Agnostic is allowed.
2.2 - The worship of gods, observance of rituals, or belief in religious principles not corresponding to a recognized religion constitutes cult membership and shall be punishable by deportation, imprisonment not to exceed five years, or a fine not to exceed 200,000 LFR.
2.3 - Sermonizing, administration of rites or rituals, or bearing a title of religious leadership not sanctioned by a recognized religion constitutes cult leadership and shall be punishable by deportation, imprisonment not to exceed twenty years, or a fine not to exceed 1,000,000 LFR.
2.4 - The state religion is automatically granted permission to exist.

3 - The state of Lourenne shall grant permits to those religions that are allowed to promote themselves. All other religions are forbidden to advertise themselves in any way whatsoever.
3.1 - A recognized religion under Article 2 is not necessarily authorized for self-promotion. This is a separate permit.
3.2 - A recognized religion that is unauthorized under Article 3 for self-promotion may not advertise itself in any way whatsoever. The penalty for doing so shall be a fine not to exceed 1,000,000 LFR.
3.3 - The state religion is automatically granted permission to advertise and promote itself.

4 - The state of Lourenne shall determine which foreign missionaries are admitted to Lourenne. No other foreign missionaries shall be permitted to enter Lourenne.
4.1 - Any unauthorized foreign missionaries found in the borders of Lourenne shall be immediately deported.
4.2 - Foreign missionaries adhering to the state religion are not automatically granted permission to enter Lourenne, but they may be granted permission as determined by the state, just as with other foreign missionaries.
4.3 - This Article does not apply to domestic missionaries (see Article 3).

5 - All religious income shall be taxed.

6 - Schools shall be non-religious unless specifically authorized as a religious school by the state of Lourenne. The staffing, curriculae, and policies of religious schools shall be overseen by the state.
6.1 - This Article applies to all schools: primary, secondary, and post-secondary.
6.2 - Teacher-led prayer is forbidden in secular schools. It is allowed in authorized religious schools.
6.3 - Religious Authorization as Relates to Schools
6.3.1 - The permit is granted to the school, not the religion.
6.3.2 - A religion that is authorized to exist or self-promote under Articles 2 and 3 is not necessarily authorized to create religious schools.
6.3.3 - A school is not allowed to become or remain religious simply by adhering to an authorized religion.

7 - The permits for recognized religions (under Article 2), self-promotion (under Article 3), and religious schooling (under Article 6) shall be granted by the Minister of Education and Culture.
7.1 - Such permits may be revoked at any time by the granter of the permit.

8 - The permits for foreign missionaries (under Article 4) shall be granted by the Minister of Education and Culture, but the Minister of Foreign Affairs has veto power over these permits.
8.1 - The Minister of Foreign Affairs may also grant permits to foreign missionaries (under Article 4), and the decision of the Minister of Foreign Affairs may not be overturned by the Minister of Education and Culture.
8.2 - Such permits may be revoked at any time by the granter of the permit.

9 - The Head of State has veto power over any permits granted under Articles 7 and 8.
9.1 - The Head of State may also grant permits as in Articles 7 and 8, and the decision of the Head of State is final.

Message"We present this omnibus bill as a restructuring of religion in Lourenne. The state shall retain and in fact strengthen its control over religious organizations in Lourenne, but the law will henceforth leave open the possibility of varied religious beliefs, rather than establishing a monolithic state church. Secularism is the value that the people of our kingdom hold the most dearly, so it is in that spirit that the Royal Federalists intend to see this enacted as law."

MessageThe Queen cannot support this bill so long as it eliminates Orthodox Catholicism as the official religion of the Golden Kingdom. Her Majesty, and her mother before her, Queen Thérèse, rule Lourenne by God's Divine Will. If Orthodox Catholicism is made equal to all other religions, what will stop charismatic Mayans, or Muslims, or whatever it may be, from claiming their own divine mandate from their own 'equal' god? It has been and shall continue to be that Lourenne is an Orthodox Catholic nation, and God has smiled upon our land and our Queen.
